Select 2 of the following Essays and answer. You may use your textbook and the
internet to research and answer the questions however you may not use your
fellow classmates:
1. How do the objectives of the Founders in writing the Constitution (See
Chapter 2) relate to the institution of federalism in theory, that is, in the
thinking and political values of the Founders?
2. Given the changes that have occurred in federalism in practice in the past
2 centuries, does federalism today serve the purposes for which it is designed?
3. What might be some of the consequences if, on the 200th anniversary of the
Constitutional Convention, a new constitutional convention were held at which
it was decided to dispense with the 2 layer system of government and move to a
unitary system? What might be some advantages and disadvantages?
