Home & School Association Bylaws ARTICLE I: NAME OF ORGANIZATION The name of this organization shall be Trinity Catholic Home and School Association. ARTICLE II: PURPOSE The Home and School Association is an integral part of Trinity Catholic School. The Association is under the jurisdiction of the Trinity Catholic School Board to accomplish the following: A. To promote open communication among the parents, teachers and administration. B. To provide paretns and teachers with the information to aid in all aspects of education, growth and development. C. To promote good will and cooperation between and among parents, faculty, administration, School Board and the parishes of Trinity Catholic School. D. To direct and coordinate parental support to Trinity Catholic School through assistance activities, social functions and fund-raisers. E. To develop an understanding of quality education and it's rising costs and to enhance and enrich our children's educational environment. ARTICLE III: MEMBERSHIP The members of teh Trinity Catholic Home and School Association shall be the parents or legal guardians of every student at Trinity Catholic School, every member of the Trinity Catholic School faculty and school administration, members of the Trinity Catholic School Board and the pastors of every parish that have students from their parishes enrolled at Trinity Catholic School. ARTICLE IV: DUES There shall be no membership dues or assessments required for membership. ARTICLE V: OFFICERS AND DUTIES A. The Home and School Associatioin Board shall have the following members: 1. President 2. Vice President 3. Secretary 4. Treasurer The Principal, the Pastor of Blessed Sacrament Church and the Chairman of the Trinity Catholic School Board or their designees shall be ex-officio members of the Home and School Association Board. The outgoing president shall be an ex-officio member of the Home and School Association in consultation for one year following his or her term. B. The Duties of the officers shall be defined as follows: 1. The President shall preside at all meetings of the Assocation and the Executive Committee and shall coordiante the work of the officers, standing committees and ad hoc committees of the Association. The President or his designee shall also attend all School Board meetings. The President works in conjunction with the School Board to further the objectives of the organization. 2. The Vice President shall assume the duties of the president in his/her absence. He/she shall oversee committees designated by the President and assure that committees meet their goals and report their results and recommendations to the Association. 3. The Secretary shall record the minutes of all meetings of the Association and of the Executive Committee and shall perform such other duties as may be delegated to him/her by the President, such as gathering information from each committee for the publication of the school newsletter. The Secretary shall publicize meetings and functions in the School newsletter. 4. The Treasurer shall collect and deposit all monies received through fundraising activies and contributions. He/She shall be appointed to all fundraising committees as an ex-officio member to coordinate and help prepare fundraising reports. The Treasurer will maintain records of all receipts and expenditures. He/She shall review and recommend payment of bills to the President. The Treasurer will also provide a written monthly cash accounting at the general membership meeting of all income and expenditures. ARTICILE VI: MEETINGS General membership meetings of the Association shall be held at least four (4) times yearly. The initial meeting to be held within thirty (30) days of the beginning of the school year, as determined by the President of the Association and shall avoid conflict with the School Board and Parish meetings. The last regular meeting of the Association shall be held in May and shall be known as the annual meeting. Meetings will be placed in the newsletter for publication and minutes of the meeting will be available in the media center or through the School office. At general meetings all members of this Association may vote on issues as provided herein: A. The President, with advice from the Board, will prepare routine items for placement on an agenda and which will be voted upon as a group. B. When a motion is made for action on an issue, the item will be discussed at the meeting when the motion is made but voting will not take place until the next scheduled general meeting, except in cases of immediate need. C. Notice will be given in the Newsletter of pending action on an issue prior to the general meeting at which such action will be voted upon. D. A vote of greater than 2/3 of the total members of the Association present at the general meeting is required to pass any issue. ARTICLE VII: ELECTION AND TENURE OF OFFICERS A. Each officer shall be a member of the Trinity Catholic Home and School Association. B. No nominee may be a member of the nominating committee or a spouse of a nominating committee member. C. Nominees may not be current members of the School Board, excluding the President. D. No person shall be eligible to serve more than two consecutive terms in the same office. E. Only those persons who have consented to serve if elected shall be nominated for or elected to such office. F. The Nomination/Election committee shall be composed of one faculty member, the Chairman of the School Board, the Pastor of Blessed Sacrament, the Principal and the current officers of the Home and School Board not eligible for re-election. G. The President of teh Home and School Board shall appoint a chairman pro tem who shall call the first meeting of the Nomination/Election Committee. H. The Nomination/Election Committee will: 1. Elect a Chairperson by majority vote of the Committee. 2. Nominate at least one eligible candidate for each office and procure their consent to serve. 3. Present the nominees at the general Association meeting to be held during the Third Quarter prior to the May general meeting, at which time additional nominations may be made from the floor. 4. Prepare official ballots. Official ballots will also include candidate profiles. 5. Distribute a sample ballot to each paret/guardian of a child enrolled in Trinity Catholic School at least two (2) weeks prior to the May election meeting. 6. Allocate equal time for all candidates to speak at the May election meeting. 7. Provide official ballots and a sealed ballot baox at the May election meeting. Only in special circumstances will voting be permitted by proxy. 8. Tally the results at close of election. Winners shall be determined by a simple plurality. The chairperson of the Nomination Committee shall notify the President and the nominees of the election results withing twetny- four (24) hours. ELECTIONS A. All officers of the Home and School Board shall be elected bi-annually by the members attending the May Association meeting. B. Each individual parent/gurardian shall be allowed one vote and shall be considered a voting member. C. Voting shall be by secret ballot. D. Where more than two candidates compete for one office and no candidate receives a plurality vote, one of the two candidates receiving the most votes shall be selected in a runoff election. E. Elected officers shall assume their official duties upon notification of election results by the Nomination/Election Committee Chairman. VACANCIES A. Any person holding an elected or appointed position in this Association shall serve for a designated term or until his successor is elected or appointed. B. A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the Nomination/Election Committee, notice of such election having been given in advance. ARTICLE VIII: STANDING COMMITTEES AND FUNCTIONS All Trinity Home and School Association members are entitled to be committee members of chairpersons. Committee chairpersons are appointed by the Home and School Association Board from a pool of volunteers. Any volunteer may be a acting committee member. A. The Nominating Committee shall be as described above. B. The Budget Committee shall maintain a detailed account of monies raised and monies spent in cooperation with the school bookkeeper. Budgeting and Expenditures from the Association account is to b done pursuant to a Budget present to the School Board no later than the April meeting of the School Board each school year. The School Board shall review and approve the Budget prior to any expenditures being undertaken. The Budget shall specify the fundraising projects to be undertaken and the revenues projected from such projects. The Scshool Board may amend the Budget at any time prior to or after its adoption to conform with its policy decisions. The Association Treasurer shall be the chairman of this committee with the Association President being an ex-officio member. The Principal and a Faculty member will be standing committee members. Monies from the miscellaneous funds, not to exceed $2500, may be dispensed on an as need basis at the discretion of the Association Board. C. The Fundraising Committee shall oversee and evaluate current potential fundraisers and secure funds to help the Association meet its financial goals. The Committee will strive to maximize the earnings potential of the Association while utilizing a variety of fundraisers that will not only be profitable but also enhance the sense of community in our school. The Association President and Treasurer shall be ex-officio members of this committee. No fundraising activities shall be undertaken without consent and approval of the Association Board and the resulting monies shall be expended only upon their approval. D. The Volunteer Committee shall track volunteer hours and assist in directing volunteers to specific jobs within the school and with the fundraising committees. Volunteer hours will be tracked on a quarterly basis and reported to the Association and the School Board. The Association President shall be an ex-officio member of this committee. E. The Room Mother Coordinator is responsible for coordinating all room- mother representatives, informing them of their responsibilities for all classroom functions throughout the year and working with the faculty when necessary. F. The Hospitality Committee is responsible for organizing all Home and School hospitality events throughout the year to include the faculty and staff Christmas party and the end-of-the-year volunteer mass and social. This Committee is also responsible for the Fat Tuesday luncheon and any principal luncheons which may be held at the school. G. The Landscape Committee is responsible for beautifying and assisting in the maintenance of the school grounds. ARTICLE IX: AD-HOC COMMITTEES The President may from time to time designate such additional committees as may be necessary or appropriate. Such committees shall consist of at least one member of the Board and such other committee members as may be designated by the President. The actions and recommendations of teh ad-hoc committees shall not be binding on the Board except as specifically provided by the Board. ARTICLE X: AMENDMENTS A. The amendments shall be submitted in writing to the Executive Board consisting of the Principal, the Pastor of Blessed Sacrament, the Chairman of the School Board, one faculty member and the officers of the Home and School Association Board, thirty days prior to consideration. Any amendment of the Bylaws requires a majority vote of the Executive Board. B. Amendments approved by the Executive Board shall be proposed at one general membership meeting of the Association and voted on at the next. Amendments shall become effective if approved by a two-thirds majority of those members present. C. These Bylaws shall become effective after the following: 1. The restatement of the Bylaws are submitted in writing at a meeting of the Executive and School Boards. 2. The Bylaws are approved at a subsequent meeting by a majority vote of the Executive and School Boards. 3. The Bylaws are submitted for a vote to the members of teh Home and School Association and approved by a two-thirds majority of those members present. 4. Any amendment not meeting the above criteria shall not be eligible for consideration for one year from defeat. ARTICLE XI These Bylaws supersede and completely restate all prior Bylaws of the Boar.
