You should have received a copy of this already.  Every student needs to have
one on file in order to be allowed to search our online library catalog and to
participate in the Accelerated Reader program.

Internet Acceptable Use    
 
The Muscogee County School District recognizes the importance of accessing 
information through new technologies.  As resources permit, Internet/Network 
services will be made available to students and staff.  The following general 
guidelines will apply to Internet/Network use in the Muscogee County School 
District.
 
I.    Definitions
 The Internet is an electronic highway connecting computers and computer 
networks worldwide.  The network is a connection between computers at a 
single school or across campuses.  A user is anyone who gains access to the 
Internet or Network by use of school district equipment or resources.

II.     Purpose
The purpose of providing Internet/Network access within the Muscogee County 
School District is to facilitate communications in support of research and 
education by providing access to unique resources.  Users may have access to:

Electronic mail

Internet resources

Public domain and shareware software

Discussion groups that support the instructional program

 

III. User Responsibilities
Users have an obligation to be responsible participants in this unique system 
and must adhere to the generally accepted rules of network etiquette.  
Illegal activities of any kind are strictly forbidden.  Such rules may 
include, but are not limited to, the following: 

Users should be polite.

Users should use good judgment.

Users should not disrupt or prevent the use of the network by other users.

Users will use the Internet/Network for educational purposes only.

Users may not transmit or receive any materials in violation of United States 
or Georgia laws

Users are expected to follow copyright laws and fair use guidelines.

 

IV.   School/Support Unit Web Pages
All information electronically published on a school/support unit website 
shall be reviewed and approved by the principal/supervisor.

V.    Privilege
The use of the Internet/Network is a privilege, not a right; inappropriate 
use may result in disciplinary action or cancellation of that privilege.

Each school site or support unit will abide by the MCSD School Guide for Use 
of the Internet/Network.  The School Guide will be distributed to all school 
district buildings.  Local modifications to the School Guide will be allowed 
to meet needs at specific school/support unit sites.  A copy of any local 
modifications will be filed with the Assistant Superintendent for Student 
Services.  All students granted access to the Internet must have a signed 
acceptable use agreement form on file at the school building.

VI.   Ethical and Legal Issues
The purpose of providing Internet access is to facilitate communications in 
support of research and education by providing access to unique resources.  
Use by any student or staff members must be in support of and consistent with 
the objectives of the Muscogee County School District.

Using the Internet to transmit or receive any materials in violation of 
United States (P.L. 104-104) or Georgia (O.C.G.A. 16-9-90 et.seq.) laws is 
prohibited.  This includes, but is not limited to, copyrighted material, 
threatening or obscene materials, or material protected by patent.

All locally developed modifications to the MCSD School Guide for Use of the 
Internet/Network will be consistent with local Board of Education policies 
and the Muscogee County School District Behavior Code and Discipline Policy.

VII.  Internet Safety
The Superintendent shall, with respect to any computers belonging to the 
Muscogee County School District and having access to the Internet: 

Insure that a qualifying "technology protection measure," as that term is 
defined in Section 1703(b)(1) of the Children's Internet Protection Act of 
2000, is installed and in continuous operation; and

Develop, institute, maintain and enforce procedures or guidelines which 
provide for monitoring the online activities of users and the use of an 
appropriate technology protection measure to protect access to visual 
depictions that are (i) obscene, (ii) child pornography, or (iii) "harmful to 
minors," as that term is defined in Section 1721 (c) of the Children's 
Internet Protection Act of 2000. 

The Superintendent shall, with respect to access to the Internet by or 
through computers, networks or other devices belonging to the Muscogee County 
School District, develop, institute, maintain and enforce procedures or 
guidelines which:

Provide for monitoring the online activities of users to limit, to the extent 
practicable, access by minors to inappropriate matter on the Internet and the 
World Wide Web;

Designed to promote the safety and security of minors when using electronic 
mail, chat rooms, and other forms of direct electronic communications;

Prevent unauthorized access, including so-called "hacking" and other 
unauthorized activities by minors online;

Prevent the unauthorized disclosure, use and dissemination of personal 
identification information regarding minors; and

Restrict minors' access to materials "harmful to minor" as that term is 
defined in Section 1721(c) of the Children's Internet Protection Act of 2000.
