What is a SEPAC?

Special Education Parent Advisory Councils are a stipulation of the IDEA and the Massachusetts Special Education Regulations. Each school district is required to have a Parent Advisory Council. Foxborough has over 500 children with individual education plans (IEPs), 504 Accommodation, and/or Out-of-District placements, and the SEPAC is here to provide information and support to the families of those children.

Now is the time to become involved and have a voice to ensure that your children’s educational needs are met. Please join us at the next FSEPAC meeting.

 

FSEPAC Mission

The Mission of the Foxborough Special Education Parent Advisory Council (FSEPAC) is to work towards the understanding, respect, support, and appropriate education for all children with special education needs in our community.

Promote and support an innovative educational environment where children with disabilities have equal access to educational opportunities and a school and community environment where all children are encouraged to reach their full potential.

Promote a network for parents of children with disabilities and provide a forum to share information and discuss matters of relative interest and concern regarding our children.

Promote communication and programs within the community to encourage understanding, respect, acceptance and inclusion of children with disabilities.

Collaborate with the school community to continually improve the educational opportunities available within a without our schools that promote improved educational outcomes for children with disabilities.

FSEPAC Goals

Provide outreach and support to members of the community.

Establish a support network among parents. Provide training in Chapter 766 and development of educational programs.

Stimulate meaningful dialogue between the Foxborough School System and parents.

Work with the School Committee to establish procedures related to planning, development and evaluation of the special education program.

Provide regular forums for parents and Foxboro School Personnel to share information and discuss pertinent issues.

Participate in the discussion regarding Special Education Budget process.

Keep current with legislative changes and inform FSEPAC members and community.

 

Who should join the FSEPAC?

Parents and/or guardians of children who receive special education services-in or out of this community.

Parents and/or guardians who think their child may have some learning or behavioral issues.

Parents and/or guardians who are just learning about the special education process, 504's and IEP's.

Parents and/or guardians who would like a support group that understand their issues, challenges and concerns.

Parents and/or guardians and educators who want to learn more about local resources-therapists, testing, workshops, programs, camps, etc.

Article I: Name of organization

The name of this organization shall be the Foxborough Special Education Parent Advisory Council, also known as FSEPAC

 

Article II: Purpose & Function

1. Enhance the educational environment for children in Foxborough with special needs.

2. Assist in educating members of the community about the rights of children pursuant to state and federal laws regarding individuals with disabilities.

3. As mandated by Massachusetts General laws C 71B (Section 766) assist the School Committee in accomplishing the above.

4. Participate in the development of the Three Year Program Plan prior to submission to the Massachusetts State Department of Education as well as reviews, evaluations and amendments to the Plan.

 

Article III: Membership

Membership shall be offered to all parents, guardians and advocates of children with special needs, and other interested parties.

 

Article IV: Board and Positions

1. The by-laws may be amended by a two-thirds vote of members in attendance. Each member has one vote. Each registered member may exercise a vote at all SEPAC meetings. Individuals may become members by signing the membership roll each year.

2. Officers will be elected annually at the beginning of each academic year with open nominations at the first meeting.

3. Officers of the Council shall include:

Treasurer

 

Article V: Duties of Board

Board will appoint committees at their discretion with input from SEPAC membership.

 

Article VI: Meetings

1. Regular meetings will be held monthly during the school year.

2. Business issues and updates will be addressed at the outset of the meetings.
