The Center and the Teaching Staff

The Saint Ambrose of Woodbury Early Childhood Education Center (ECEC) opened 
on September 5, 2000.

The Saint Ambrose of Woodbury ECEC is licensed through the State of 
Minnesota – Department of Human Services, Licensing Division. The phone 
number for the Department of Human Services-Licensing Division is (651) 296-
3971. The center is licensed to care for 136 children (8-week-olds through 5-
year-olds) and has a full-day, year-round option as well as a half-day, 
school-year option for families. 

Because we love children, we believe in providing the best, most qualified 
staff.  Our staff receive monthly training in areas such as Special Needs, 
SIDS and Shaken Baby Syndrome, CPR, First Aide, Blood Borne Pathogens, Right 
to Know, social/emotional growth, parent communication and health/safety 
topics. We continue to educate our staff on a monthly basis through 
continuing education opportunities to further develop teaching skills. 

All teaching licenses are kept up-to-date, and the required continuing 
education hours needed for the state licensing are maintained throughout the 
year.  

Children are always under the supervision of a classroom staff person
(teacher, assistant teacher, or aide). The state ratio guidelines for each 
age group are as follows: 

Infants (8 weeks – 12 months) = 1:4
Pre-Toddlers (12 months – 22 months) = 1:4
Toddlers (22 months – 32 months) = 1:7
Preschoolers (32 months – 5 years) = 1:10 (full-day program)
Preschoolers (36 months – 5 years) = 1:10 (half-day program) 

All of the full-day classrooms are staffed with two qualified / licensed 
teachers, one full time aide, and one part time aide, with the exception of 
our Pre-Toddler room, which has three teachers and the aides.  The half-day 
preschool rooms are staffed with two qualified / licensed teachers.  Maximum 
number of children in each room is: 

Infants = 8
Pre-Toddlers = 12
Toddlers = 14
Preschoolers = 20 

The ECEC and its teaching staff will provide an environment, through learning 
centers and activities, that promotes our philosophy and mission statements.  
The ECEC will provide specific activities to enhance the growth and 
development in all children – infants through 5-year-olds – in the areas of 
spiritual, intellectual, emotional, social, and physical development.  We 
respect and encourage the individual growth and style of learning of each 
child.

About the ECEC Directors

Anne Huber is the first director of our Early Childhood Education Center.  
Anne has 20+ years of experience in the field of early childhood education.  
During that time, Anne has worked at the College of St. Catherine's Child 
Development Center and Montessori school with 2- to 6-year-olds.  She also 
spent over 9 years working at St. Andrew's Lutheran Church in Mahtomedi in 
the Child Development Center where she taught toddlers and served as the 
interim director.  Anne has a B.A. in Elementary Education (Pre-K-6) from the 
College of St. Catherine's in St. Paul.

Lisa Jacobson has been the assistant director at the Saint Ambrose Early 
Childhood center since November of 2007.  Prior to that she worked in the 
infant and young toddler rooms as a teacher. She has over 13 years of 
experience in the early childhood field.  Lisa is certified in Early 
Childhood Education and also is a Nationally Registered Emergency Medical 
Technician.
