CAA Rules

BOYS BASEBALL - The CAA uses the following rules adaptations for Boys
baseball.

 1. National Federation State High School rules will govern all play except
as noted below (the designated hitter rule will be used.)

2. The length of all games will be six innings. If there is a field conflict
at 6:00PM, the home coach should inform the visiting coach before the start
of the game. In such cases, no inning will start after 6:00PM.

3. The home team must furnish the bases for each game. Each team will
firnish one new ball for each game. Additional balls should be provided by
the home team if necessary.

4. All players must wear batting helmets with ear flaps while batting and
while running the bases.

5. The decisions of the umpire on judgement calls are final and not subject
to unreasonable discussion. Remember, coaches coach, players play, umpires
officiate, and parents watch.

6. Students must attend the school for which they are playing.

7. Team rosters must be submitted to the CAA no later than May first.
Players must only play on one team. Players on CAA "B" and "C" teams are
not eligible to also play on "A" teams.

8. Protests concerning player eligibility or misinterpretations of the rules
will be accepted under the following conditions: The umpire must be informed
by the team making the protest at the time the incident occurs. Protests
must be in writing and delievered to the CAA within 24 hours of the game in
question. A five dollar fee must accompany the protest; it will be returned
if the protest is upheld.

9. Any coach, player, or student manager using profane, vulgar, or insulting
language will be subject to ejection from the game. Anyone ejected from a
CAA game will automatically be suspended from their next CAA game. Coaches
are responsible for the conduct of their team and spectators. Umpires have
the authority to forfeit a game if his instructions regarding crowd control
and/or conduct are not followed.

10. Each coach must submit a lineup card to the umpire and to the opposing
coach.

11. Rainouts are the responsibility of the home coach. The home coach
should check on field condition then inform the CAA and the visiting coach
of the game's status. Both coaches should agree to a makeup date and time
and inform the CAA so that an umpire can be provided. Coaches should inform
the opposing coach and the CAA 48 hours when a date for a game cannot work
due to conflicts.

12. The CAA uses the ten run rule after four and a half or five innings in
all levels of play A, B, and C.

13. "A" Baseball pitching is 60 feet and bases are 90 feet. "B" Baseball
pitching is from 55 feet, and the bases are 82 feet. "C" Baseball is
pitching from 50 feet and bases are 75 feet.

14. In "B" and "C" baseball there is a 90 minute time limit. No new inning
may start after the 90 minute time limit.

GIRLS FAST PITCH SOFTBALL - The CAA uses the following rules adaptations
for fastpitch softball.

1. Girls "A" League Fastpitch is played according to State High School
League rules without modification from the CAA. Girls "B" and Girls "C"
League Fastpitch is played with the same rules but is subject to the
modifications described in rule number ten below.

2. The bases are sixty feet apart at all three levels. "A" and "B" girls
pitch from forty feet. "C" girls pitch from thirty-five feet.

3. All grade school games will be six innings. The ten run rule is in
effect at every level after five innings (or four and a half innings when
the home team is winning).

4. Each team will provide one new ball for each game. Additional balls will
be provided as necessary by the home team.

5. The home team will supply bases.

6. Players must be students at the school they represent. Rosters must be
delivered to the CAA office by May first.

7. Neither teams nor coaches may protest a judgement call (strike, ball,
safe.) Protests relating to rules misinterpretations are accepted under
these circumstances: The umpire must be notified that a protest will be
filed at the time of the event in question. Protests must be made in writing
and be delivered to the CAA offices within 24 hours of the game in question.
Protests must be accompanied by a five dollar fee that will be returned if
the protest is upheld. In all cases, the decision of the CAA is final.

8. Substitution Rule: A player may be pulled from a game and replaced with a
substitute. For the original player to re-enter the game, she must re-enter
the same position in the batting order that she had previously occupied, and
the substitute player, once replaced by the original, is ineligible to re-
enter the game in any manner.

9. Rainouts are the responsibility of the home team. The home team's coach
should check the field and inform the visiting coach and the CAA if a game
will be postponed on account of rain. Both coaches should agree on a date
and time to makeup the game, and the CAA should be informed so that an
umpire can be provided.

10. Girls "C" league fastpitch is played according to State High School
League Rules with three modifications: A. Should a catcher drop a third
strike, the batter is out. They are not afforded the opportunity to run to
first. Third strikes that are dropped are dead balls, so base runners
already on base are stuck at their present base without an opportunity to
steal. B. Base runners are not allowed to steal bases unless the pitch is
missed or dropped by the catcher and it travels behind the catcher towards
the backstop. A dropped pitch that remains in front of the catcher or below
the catcher shall restrict base runners from stealing a base on that pitch.
C. Base runners who steal a base shall stop at one stolen base per play.

11. All levels shall be played with a 90 minute time limit. No new inning
will start after 90 minutes.

12. The infield fly rule is in effect at every level. Coaches may assign a
designated hitter to bat for any player, or every player may bat for
herself. You finish the game the way you started. Coaches at every level
may bat nine players and be subject to the subsitution rules, or they may
bat every player and enjoy free substitution. Again, you finish the game
the way you started it.

CAA SOCCER RULES

1. National Federation High School rules govern all play except for these
CAA rule revisions.

2. The CAA will provide a referee for each game.

3. Both teams must furnish an acceptable game ball at each game.

4. Playing time for all regular season 7th and 8th grade teams will be two
30 minute running time halves and a five minute halftime. 6th grade teams
will play two 25 minute halves and also have a five minute halftime. No
overtime periods during the regular season. A tie is a tie. League
standings will be detemined with two points for a win, one point for a tie,
and zero points for a loss.

5. All players must be students at the school he/she represents. If your
school has more than one team registered in the CAA, players are to play on
one team only.

6. Judgement calls by the officials are final and shall not be grounds for
a protest. Protests on rules misinterpretations must be in writing and
turned in to the CAA offices within 24 hours of the game in question. A
$10.00 fee must accompany all protests; the fee will be returned if the
protest is upheld.

7. Mandatory equipment: each player must have the same colored and
numbered jersey except the goalie whose jersey must be a different color
than both teams.

8. The entry fee for 7th and 8th grade teams is $300.00 per team. The
entry fee for 6th grade teams is $200.00.

9. Any player or coach ejected from a game by an official will be suspended
from their next CAA game and face severe reprimand depending on the
circumstances of the ejection. Following a second ejection, the player or
coach must come before the CAA board to explain his/her actions prior to
returning to CAA games. See the Code of Conduct on this website.

10. The CAA reserves the right to make exceptions to the above rules. Any
situation that arises and is not covered in the above rules will be decided
by the CAA rules committee.

11. Players must wear shin guards.

12. Please remember we are the guests of several area schools and
recreation centers. We do not want to lose the use of these fields due to
the actions of a few inconsiderate individuals. Please clean up clothing,
gear, bottles, cups, and litter generated by your team and spectators.

CATHOLIC ATHLETIC ASSOCIATION (CAA) VOLLEYBALL RULES
CAA uses Minnesota State High School League Rules with the following
modifications listed below.

1. Teams shall consist of six players on a side; CAA does NOT use the LIBERO
POSITION.
a.Points will be awarded by rally scoring; games are won when a team reaches
25 or 15 points in the tie-breaking game. All games will have a cap of 27
points or 17 points, respectively.
b. If two or more matches are scheduled at a site, all matches shall be the
best of three. When teams split the first two games, the third game shall be
played to determine the winning team. When one or two matches are scheduled,
all three games will be played, time permitting.

2. “A” Squad coaches must submit a line-up sheet to the referee before the
start of each game. Line-up sheet may be downloaded/printed from the CAA
website (www.stpaulcaa.org). Substitutions are allowed on a player-for-
player basis only; maximum of 18 substitutions per game applies.
b.“B” Squad players (7th grade & under) may take one step into the court when
serving underhand; overhand servers may not step into the court. After a
player serves five consecutive points, that team keeps the serve, but serve
rotates to the next player in the rotation. Substitutions are free; however,
if the team chooses to rotate-in players rather than using substitutions, the
team must continue that method for that game. Maximum of 18 substitutions
per game applies.
c. “C” Squad players (6th grade & under) may move up as far as necessary to
underhand serve; where a server moves up shall be at the referee's
discretion. Overhand servers may not step into the court. After a player
serves five consecutive points, that team keeps the serve, but serve rotates
to the next player in the rotation. Substitutions are free; however, if the
team chooses to rotate-in players rather than using substitutions, the team
must continue that method for that game. Maximum of 18 substitutions per
game applies.

3. When a team sides-out/receives the serve, that team must rotate.
a. Play starts & ends with the referee's whistle; server has five seconds to
serve the ball after the referee’s whistle; a player who fails to serve
within five seconds loses the serve and their team forfeits their turn-of-
service/side-out.
b. One re-serve is allowed during each player’s turn-of-service.
c. Players may set a serve; however, a serve may NOT be blocked or
attacked/“spiked.”
d. On a Net Serve, (when the ball hits the net and then legally crosses over
the top of net into the opponent’s court), it is considered a legal serve &
the ball is “live” and playable by the opposing team. Net Serves not
crossing over top of net or landing out-of-bounds results in a side-out.

4. The ball must be contacted above a player’s waist.
a. Multiple successive contacts (shoulder, arm) are not legal unless they are
the team's first hit or when a player is attempting to play an
attacked/“spiked” ball. A ball may contact two body parts above the waist at
the same time (simultaneous contact) and be considered a legal play.
b. Blocking and/or Blocking Attempts do not count as one of a team's three
hits.
c. Teams should arrive thirty minutes before their match is scheduled to
begin.
d. The home team should provide a qualified scorekeeper, warm-up balls, a
game ball and an adult(s) to supervise the gym/serve as site manager. This
is not the function or role of the referee.

5. Referee attire is black pants and long or short sleeve white collared
shirt.
a. Referees & Coaches: PLEASE FAMILIARIZE YOURSELF & YOUR TEAMS with the
National Federation of State High School Associations (NFHS) OFFICIAL
VOLLEYBALL SIGNALS located on page 60 in the 2008-2009 Volleyball Rules Book.
b. From warm-up through end of match play, players are prohibited from
chewing gum or having lozenges, hard candy, etc., in their mouths.
c. Jewelry shall not be worn by players during warm-ups and/or during match
play. Medic Alert & religious medals are not considered jewelry; medals must
be taped to the body & worn under uniform; however, Medic Alert may be
visible. Officials should address jewelry issues with the coach; the coach
is to inform their players. Infractions of this rule can result in a side-
out.
d. Volleyball Rules are on CAA website; it is recommended that a copy of the
rules be downloaded and brought to matches in case there are questions about
rules or play during matches.

CAA Basketball Rules
National Federation High School Rules will govern all levels of play with
these exceptions and points of emphasis:

1a.) A leagues will play four seven-minute quarters with stopped time.

1b.) B and C leagues will play four ten-minute quarters with running time.
The clock will stop during free throws, timeouts, and when play stops in the
final two minutes of each half.

2.) Overtime periods will be three minutes in length with stopped time.

3.) Three-point goals will only be recognized in gymnasiums with proper
floor markings. Referees will make this determination prior to games
beginning.

4.) There shall be no penalty for incorrect uniform designs.

5.) Each team will furnish a game ball for each game, and the referee will
select the game ball.

6.) A team winning by a margin of 20 points or more shall not press after a
throw-in. Playing defense in the backcourt after a rebound is not
considered a press since play continues without a throw-in.

7.) Zone defense is strongly discouraged. The CAA would like to see all our
players develop the techniques and agility to play man-to-man defense.

8.) Each team is allowed three one-minute and two thirty second timeouts.

9a). There is no press allowed in B or C leagues until the fourth quarter.
Challenging a player up the court after a rebound is not considered a press
even if it begins in the backcourt. Yelling: Thats a press!! at the referee
will not make it a press. This is the most misunderstood rule in the CAA.
Prove to your team and parents that you know it!

9b.) A press is defined as playing defense in the backcourt following a
throw-in like after an out-of-bounds, a timeout, an official stoppage, a
violation, or a made basket.

10.) Girls C Leagues: Players may shoot free throws from twelve feet rather
tahn fifteen feet. In gyms without a twelve foot mark on the floor, the
referee should dertermine where the shooter may shoot from.

Basketball Administrative Guidelines

1.) Each team must submit a complete roster to the referee at your first
game. Rosters must include athletes names, addresses, city, state, and
zip. The CAA must approve all roster changes. Every player must be a
student at the school they are representing. Exceptions to this policy may
be requested by written appeal to the CAA.

2.) Postponement of a game must be requested forty-eight hours in advance.

3.) Each team must supply a competent scorekeeper; the referee will
designate which person will function as the official scorekeeper. The home
team must supply a competent person to operate the scoreboard and clock.

4.) A teams are CAA teams on which the oldest players are eighth graders.

5.) B teams are CAA teams on which the oldest players are seventh graders.

6.) C teams are CAA teams on which the oldest players are sixth graders.
There are no D leagues in the CAA. Teams comprised of fifth graders will be
placed in CAA C leagues.

7.) No player may play on more than one team, and an eighth grader who plays
on a ninth grade, tenth grade, or varsity high school team shall be
ineligible for CAA play.

8.) Games shall be forfeited only by decision of the CAA, or by decision of
the referee who may declare a forfeit when conditions warrant. Conditions
leading to a forfeit might include but are not limited to intentionally
violent play, verbal or physical abuse of an official or opponent, or the
perception of an offical that personal or athlete safety cannot be assured.

9.) A player or coach who is ejected from the game shall leave the game
immediately, and shall not be allowed to participate again until meeting
with the CAA. A coach who has been ejected will be required to officiate
one CAA game before coaching again.

10.) The CAA will only accept protests pertaining to misinterpretations of
the rules. The judgment of an official shall not be grounds for protests or
appeals. Protests must be made in writing within 24 hours of the game in
question and must be accompanied by a $10.00 fee. The CAA rules committee
will decide all protests, and the fee will be refunded if the protest is
upheld.

11.) Rulebooks are available from the Minnesota State High School League at
560-2262, or from the National Federation at (816) 464-5400. The CAA will
provide one rulebook to each school to be shared by its athletic
department. These rulebooks will be passed out at the coaches meeting being
held 7:00PM Tuesday, November 22, 2004 at Hill-Murray High School gym.
