About The Program small medium large The Title I Program is a federally funded program. Our goal is to help students improve their basic reading skills by supporting and reinforcing classroom instruction. Most of our Title I services are provided using an "In Class" model. Title I services are available for our PES students in grades 1-4. We offer reading and math support as a supplement to classroom instruction. Our tutoring sessions are offered up to 30 minutes daily, up to 5 times per week. Children are often referred to the Title I Program based on previous year's state testing results, teacher recommendation and parent input. When a child is referred to the program a “Permission to Screen” form will be sent home, along with a Title I Program brochure. With permission, the Title I coordinator will screen the student for eligibility. First grade students are given the SIGNPOSTS READING TEST. Second and third grade students are given a STANFORD DIAGNOSTIC READING TEST. Third and fourth grade students are given either a STANFORD DIAGNOSTIC READING or MATH TEST. Some of our students in grades 3 and 4 may be eligible for Title I math services based on the NWEA results. The Title I staff will also use the DIBELS ASSESSMENT tool to help monitor progress. (For more information about the DIBELS test go to www.dibels.uoregon.edu) A student with a score at or below the 45th percentile may be eligible for Title I services. A student with a screening score in the 45th percentile shows that 45% of children typically score lower than that student, and 55% of children typically score higher. Pelham Elementary Title I services are only available for students with a percentile score at or below 45. Parents are notified regarding testing results. Along with the test results parents are given a “Permission to Participate” form. This form must be signed and returned before Title I services can begin. At the end of the school year we administer a STANFORD DIAGNOSTIC READING TEST to each of our Title I students. The results of these tests will help determine eligibility for services the following year. We also use these scores to show growth and improvement over the course of the school year.
