Dallas Middle School By-Laws

Article I

The name of this organization shall be the Dallas Middle School Student Council.

Article II

PURPOSE

The purpose of this organization shall be:

  1. To foster a spirit of cooperation among students and faculty.
  2. To promote and encourage activities for the best interest of the school.
  3. To develop good citizens and leaders through experience in government
  4. To provide a means for student expression, and
  5. To encourage student involvement.

Article III

Section I All members of the Student Council have certain powers guaranteed by the Constitution.

1.They have a right to recommend committees on the appropriate level.
2.Recommendations for anything of student concern in the building.
3.Student publicity
4.Application of the Constitution to the school during the year.
5.Holding executive meetings and reporting them.
6.Administration of elections.
7.Constitutional proposals and changes.
8.Fundraising.
9.Cooperation with faculty or advisor to perform tasks not guaranteed in the Constitution.

Section 2- Members of the Student Council have guaranteed rights but can be overruled by the principal. The principal

has veto power to eliminate any proposition he/she feels is not beneficial to the school.

Article IV

All members of the Student Council must maintain acceptable conduct in order to run for and to hold office. Also,

student council members must have a 75 academic average for the preceding semester.

Article V

The Student Body of Dallas Middle School shall elect the representatives of the Student Council for a term of one year,

during a designated election week assigned by the principal or advisor of the Council. Candidates shall be allowed to

campaign in homerooms the week prior to voting. Voting shall be done through a ballot in individual homerooms.

Elections for officers are held in the spring so that new officers can be oriented to new responsibilities.

Candidates for the election of a Student Body office must be a 6th or 7th grader to run for president, vice president,

secretary, or treasurer.. Any candidate running for Student Body President must have served at least one year on the

Dallas Middle School Student Council. All candidates must have and maintain an acceptable conduct and scholastic

average in order to run for and hold office.

Article VI


STUDENT COUNCIL

Section 1-Membership

The Student Council shall be made up of the officers of the Student Council and the two representatives from each of

the 6th, 7th, and 8th grade homerooms. A group of alternates may attend meetings and work on Student Council

projects.

Section 2 - Officers

The executive officers of this organization shall be a President, Vice-president, Secretary and Treasurer.

A. Duties of the President-The president shall preside at all Student Council meetings, call special meetings when

necessary, appoint all standing and special committees, represent the Council on all occasions, lead all Assemblies,

and assume all other duties generally associated with this office.

B. Duties of the Vice-President

-The Vice –President shall assume the duties of the president in case of his absence or disability .It shall be the duty of

the VP to prepare the agenda for each meeting and check dance duty roster at every dance.

C. Secretary-The secretary shall keep a record of all meetings of the Council , take roll at each meeting and keep

record of attendance, prepare dance duty roster, state old business at the meetings, and write thank you notes

whenever necessary.

D. Treasurer- The treasurer shall keep an accurate account of the money. The treasuer works the dance collecting the

money, giving change, and turning the money over to the Principal to be placed in safe until a deposit is made. The

treasurer counts all monies collected during the year for various charity collections. The treasurer replaces candy

in teachers' room and turns the money into the office to deposit in safe.

Section 3 - Vacancies

In the case of the vacancy of the president, the vice-president becomes president.

Section 4 - Nominations and Elections

The representatives of the Student Council shall be elected by a ballot at the beginning of each school term for the term

of one year.

Section 5 - Committees

a. Special committees may be organized as necessary.

Article VII

MEETINGS
The Student Council meets every week during Activity Period in the auditorium alcove. The Council also meets as

necessary at the discretion of the President and advisor. The President with the approval of the advisor may call a

special meeting

Article VIII

SPONSOR
There shall be one or more faculty advisors selected by the principal

Article IX

QUORUM
A quorum for the transaction of business shall consist of a simple majority of the council.

Article X

PARLIAMENTARY AUTHORITY
In all matters not specifically covered by this constitution, the parliamentary authority shall be "Robert’s Rules of Order."

Article XI

APPROVAL
The constitution of the Student Council of Dallas Middle shall be proposed by a 2/3 vote of the Student Council and

shall be adopted by a 2/3 vote of the student body participating on the day of voting. Any regulation passed by the

Student Council concerning the Dallas Middle School is subject to approval by the administration.

 

 

Student Council Projects

1. Summer- Student Council meets in the summer before school starts and works on Constitution, prepares

for election of representatives, lists new ideas for the upcoming year, finalizes plans for the

Diabetes Walk, and prepares bulletin boards for the opening of school.

2. September/ October- Student Council hosts the Diabetes Walk.

3. October/ November- Student Council raises money and collects canned goods for the Back

Mountain Food Drive.

4. November- Student Council officers deliver money and canned goods to the Back Mountain

Food Kitchen and sort canned goods into labeled boxes for pick up by families

for Thanksgiving.

5. February- Students Council raises money for the Heart Fund at the Valentine Dance.

6. March- Student Council raises money for Cancer Society by selling daffodil bunches and

accepting donations.

7. May- Student Council sponsors the Eighth Grade Farewell.

8. There are Student Council dances held:

1. Back To School 2. Halloween 3. Christmas 4. Valentine Day 5. End of Year

9. Color Day is held the first Friday of every month.

10. Theme Days are held throughout the year and prizes are awarded to homerooms and students.

11. Competitions between homerooms and grades are held and pizza parties are awarded as prizes.
