Pennsylvania is in danger of losing $150 million in philanthropic dollars and over 45,000 scholarships—the majority of which are in Philadelphia—if Governor Wolf does not take action

PHILADELPHIA (November 20, 2015) – On Monday, November 23 at 3:30 p.m. hundreds of parents and students from across the city will rally in front of the Governor’s office at The Bellevue. They are taking a stand and demanding that Governor Wolf stop blocking scholarships for thousands of low-income families.

Parents and students are calling on the Governor to lift the restriction preventing companies from using tax credits to fund elementary and high school scholarships through the Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs. If Governor Wolf does not do so in the next two weeks, he will cause reprehensible and permanent harm to the future of Philadelphia’s students.

This is not related to the ongoing budget impasse. Policy makers and lawyers say that Governor Wolf can, by law, act now to allow funding to flow to scholarship organizations.

WHAT: Rally to call on Governor Wolf to remove funding restrictions before more than 2,000 Philadelphia families lose their scholarships

WHO: Over 200 parents, students and representatives from tuition-based Philadelphia schools, including several parent speakers

A message from BLOCS:

The situation of the Pennsylvania budget impasse has reached critical status for families receiving need based scholarships. Governor Wolf has chosen to not release approval letters for thousands of donors in the Commonwealth even though legally these credits must be given per the Tax Reform Code. Many companies are now rethinking their commitments to donate through the Educational Tax Credit Programs in fear that they will not be able to utilize these credits for their 2015 taxes.

This means that BLOCS could lose over ten million dollars of scholarship funding for the 2016 / 2017 school year. Although there is never a guarantee that you'll receive a scholarship year after year, it would be almost certain that you would not receive a scholarship next year.

If you have not received a BLOCS scholarship in the past, please know that BLOCS works diligently all year long to increase funding. The current decision of the Governor could be a huge blow to our efforts.

We are imploring you to contact the Governor's office and demand he release these approval letters immediately to secure BLOCS scholarships can continue.
