“New Island Discovered!”  “Eureka, New Land!”  “I Wanna Go Explore!” 

These headlines were plastered all over the news just last year.  Amazingly, the
new island was “found” by a stranded sailor when his boat ran aground during
dense fog.   The indigenous people of the island provided him with the means
to get back home and when he did, he spread the word about his adventure and
the riches he saw on the island.  So excited by the news, a team of explorers
set out to see for themselves what the fuss was all about. 

These adventurers have just returned with good news.  The island appears to
be a dandy place to set up a new colony and you have been chosen by the
government to lead the colonization efforts.
