About The Counselors

Mrs. Cottle-Makhene graduated with a BA in psychology with a minor in 
sociology from Marshall University.  Upon graduation she began working as a 
social worker for child protective services in Huntington, West Virginia.  
While working as a child protective services worker she attended graduate 
school full time and received a 60 hour Masters in counseling psychology 
with a 600 hour internship in a school setting.  This Masters was also 
obtained from Marshall University.  After receiving the degree she moved to 
Daytona Beach, Florida and worked as a therapist at The Children’s 
Advocacy Center.  Her specialization as a therapist focused on 
children ages 3-18 that were physically and sexually abused, as well as 
facilitated group therapy sessions with the non-offending parents.   
Directly after moving from Daytona Beach she coordinated and worked at her 
inner-city summer programs for children with Housing Opportunities Unlimited 
in Baltimore City.  Mrs. Cottle-Makhene is currently working on her 4000 
hour supervision to become a Licensed Professional Counselor (LPC) and 
enjoys spending time with her husband and their identical twin boys.



Mr. Singer graduated with a Bachelor’s Degree in Applied Arts from Florida 
Atlantic University and began a career in corrections and law enforcement 
for the next eight years.  Following service as a school resource officer 
assigned to a middle/high school complex, Mr. Singer was so impressed by the 
school counseling program that he decided that a return to graduate school 
for a degree in school counseling would be a satisfying career goal.  Mr. 
Singer continued his career while in graduate school, working for a variety 
of non-profit agencies focused on child abuse prevention, case management, 
in-home family counseling and substance abuse counseling on Florida’s 
Treasure Coast.  He was also employed by the State of Florida as a Child 
Protective Investigator. After completing graduate school, Mr. Singer was 
employed by the Saint Lucie County School District where he worked as a 
behavioral consultant and elementary school counselor.  He has worked for 
the Department of Alternative Education, Palm Beach County School District 
as a school counselor and consultant, focusing on counseling incarcerated 
youth in seven facilities throughout the County.  Mr. Singer continued his 
education and training to earn his credential for private practice in 
Florida, while also earning the Master of Public Administration degree from 
Florida Atlantic University.  He moved to Virginia in 2000 and was employed 
by the Frederick County, Virginia Public Schools before beginning a full 
time private practice.  Mr. Singer teaches two parenting classes for the 
Winchester Exchange Child Parent Center where he volunteered his time 
training staff for home visits to families with open child abuse/neglect 
cases.  He is currently an itinerant counselor for Prince William County 
Schools and maintains a private counseling practice in Winchester, 
Virginia.  Mr. Singer is at Mullen elementary on Tuesday, Thursday, and 
Friday.

Mission Of The Department

Mullen Elementary will provide all students an opportunity to participate in 
a planned comprehensive counseling program.  The primary aim of the 
Counseling Department is to strive to help each student achieve the maximum 
development of life goals that are acceptable to self, home, school and 
community.
