A partial answer to Thomas' question about the Department of Labor Exchange... I am unsure of its exact purpose, but many times the underground movements would burn any building that may have record of Jewish persons in the area. This could be in the form of a census or simply a storehouse for birth certificates, deeds, etc. I am inferring that perhaps this place held some type of work related information that could be used to trace Jewish citizens in that area.
